About Us

The Department of Public Safety (DPS) is committed to cultivating and continually supporting a safe and secure environment while respecting the rights and dignity of all individuals utilizing the programs and facilities of 黑料爆料.  This shall be accomplished within the constraints of federal,  state, and local laws and ordinances. 

Field Operations Division 

Field Personnel

Public Safety personnel monitor the Pepperdine Malibu campus on foot and in University vehicles. They are responsible for the continuous monitoring of the campus and the provision of a variety of service functions, are critical support personnel in the event of an emergency, and assist in enforcing University rules, regulations, and the like, including the California Vehicle Code. Public Safety personnel are on campus 24-hours a day, 7 days a week, including all holidays. 

Entrance Booth Personnel

Personnel at the Seaver and John Tyler Drive entrance booths are available to provide directions, answer questions, and issue visitor parking and carpool passes. The Seaver Drive Booth is open 24-hours a day, 7 days a week, and the John Tyler Drive booth is open from 6:30 AM to 10:30 PM, each day.

Communications Division 

Public Safety Dispatchers are responsible for maintaining effective and efficient communication between field personnel, outside emergency calls, law enforcement agencies, and the campus community. Our communications center is operational 24-hours each day. All 911 calls made from campus emergency blue light phones and on-campus landlines are answered in the Public Safety Communications Center. 911 calls made from cell phones will still be routed to the local law enforcement agency.

Fire and Life Safety Division 

The Department of Public Safety has its own on-campus fire brigade, led by two fire captains and staffed by personnel certified in Wildland Firefighting. Additionally, the fire brigade maintains two operational fire engines to support fire prevention and fire fighting efforts on the Malibu campus. Fire Life Safety personnel manage annual, quarterly, and monthly inspections for fire sprinklers, kitchen suppression systems, emergency phones, AEDs, fire extinguishers, buildings, and more. They also support construction and special event inspections, assist with fire drills, and coordinate other permitting needs with stakeholders.

Investigations Division 

The Investigations Division is responsible for conducting investigations into allegations of potential University policy violations, including alleged Title IX violations as referred by the Title IX Coordinator. Parking and Administrative Division 

The Parking and Administrative Division is responsible for administering parking permits, processing parking reservation requests, and reviewing citation appeals. The parking window is open Monday-Friday, 9 am to 4 pm.

Automated License Plate Recognition Policy

This policy governs the automated license plate recognition system (鈥淎LPR system鈥� or 鈥渟ystem鈥�) in operation at 黑料爆料鈥檚 (鈥淧epperdine鈥� or the 鈥淯niversity鈥�) Malibu campus, located at (the 鈥淐ampus), and applies to its Department of Public Safety (鈥淒PS鈥�) personnel and others who have access to, or use, the system.

Automated License Plate Overview

The ALPR system captures and stores digital images of license plates using fixed and mobile cameras at various locations on the Campus. The ALPR system uses character recognition algorithms to read and convert images of license plates and the characters they contain into computer-readable data maintained in a searchable computerized database. The information contained in the database includes images of license plates, as well as the license plate characters and numbers associated with the image, and the date, time, and location when the images were collected.

Purpose

The ALPR system identifies vehicles on the Campus, including vehicles that enter the Campus, for the purpose of improving access control, enforcement of Pepperdine鈥檚 Parking and Traffic Regulations, and enhancing the safety and security of the University community. 

Privacy Policy

The University鈥檚 policy is to utilize the ALPR system to capture and store digital license plate data and images to aid in DPS鈥� mission of providing, and maintaining, a safe and secure environment for the University community, inclusive of its students, faculty, staff, and visitors, while recognizing the established privacy rights of individuals. The images stored in the system are collected from areas visible to the public where there is no reasonable expectation of privacy. All data and images gathered by the ALPR system are for DPS use and are managed with appropriate safeguards to ensure proper access and maintain confidentiality consistent with the University鈥檚 privacy policy.

Authorized Personnel, Training, and Monitoring

The Director of DPS is the custodian and head administrator of the ALPR system and its operation. The only persons who have access and the ability to query ALPR data in the system are: 

  • The Director of DPS;
  • The Deputy Director of DPS;
  • DPS Campus Safety Dispatchers and Communication Center Supervisors;
  • DPS Fire Captains;
  • DPS Patrol Operations and Entrance Booth Personnel;
  • DPS Investigators;
  • University and vendor information technology and closed-circuit television personnel responsible for supporting and assisting DPS with the ALPR system; and
  • Other trained persons designated by DPS. 

All DPS personnel with access to ALPR system data will receive training, overseen by the Director of DPS or their designee, on the proper use and handling of system data prior to being granted access. Such training includes system access safeguards, system use, collecting system data, privacy, and restrictions on the sharing of data. This ALPR system policy shall be reviewed by all DPS personnel with access to the system on an annual basis. No DPS personnel shall be given a username or password to access system data without being trained and having read the ALPR system policy. 

To track the use of ALPR system data and identify if data has been accessed by unauthorized individuals, all logins and queries will be stored and monitored, including: 

  • The data and time system data is accessed;
  • The license plate number or other data elements used to query the system;
  • The username for the person who accessed the information, and, as applicable, the organization with whom the person is affiliated;
  • The IP address from which the system data is accessed; and
  • The purpose for accessing the information. 

The Director of DPS or their designee will run periodic audits to ensure access was made by authorized persons for legitimate business purposes consistent with this policy.

Data Collection, Retention, Storage, and Purging

The Director of DPS or their designee is responsible for ensuring security systems and processes are in place for the proper collection, retention, storage, and purging of ALPR system data. All system data will be stored consistent with DPS鈥� retention schedule for such records (currently up to 45 days for the system digital images and seven years for the associated license plate data) and will thereafter be automatically purged unless it has become, or it is reasonable to believe it will become, evidence in a criminal or civil action, involved in an Office of Community Standards, Title IX, Human Resources, or emergency or threat assessment matter, or subject to a discovery request or other lawful action to produce records. In those circumstances, the applicable data may be securely stored until the given action, matter, investigation, or other occurrence giving rise to extended system data retention has been resolved or as directed by a court of law.

Sale, Sharing, and Transfers of System Data

ALPR system data will not be sold, published, or exchanged for commercial reasons, nor disseminated to unauthorized persons. 

ALPR system data may be shared only with law enforcement or prosecutorial agencies for official law enforcement purposes or as otherwise permitted by law. 

ALPR system data may be shared with the University鈥檚 Emergency Operations Committee, Threat Assessment Team, Office of Community Standards, Title IX Office, Human Resources personnel, and certain Pepperdine administrators in connection with University investigations or matters of the Campus鈥� safety and security. 

Any other requests for ALPR system data will require a subpoena through the University鈥檚 Office of the General Counsel. 

Accuracy of System Data

The collection of ALPR system data is electronically automated so the license plate images and details of collection are included in the system without review. Although infrequent, license plate translation may be incomplete or inaccurate. The Director of DPS or their designee will account for, and correct as practicable, license plate translation errors when identified. DPS personnel will also confirm the computer translation prior to taking action based on ALPR system results.
